in this example, scrolling is embodied to convey the frustration and resistance refugees often face when escaping their home countries to seek asylum. the resistance from the scroll bounce hints at the predicament refugees are in, and how they often find themselves being stuck in difficult or challenging positions. it is also aptly applied to the idea of crossing country borders, and the repulsion they might face while doing so. in the later half of the example, scroll region is used to suggest the different experiences refugees face based on their choices: whether they attempt to run or hide, or what kind of sacrifices they have to make. these ultimately affect their outcomes, such as whether scrolling (or moving forward) is enabled or not.

by not making the screen move seamlessly, and in fact creating the opposite effect - making it hard to scroll, i imagine that users might be able to feel the scroll as a mechanism that conveys meaning.
